I am converting HTML files to PDF for the first time. I have tried many converters. How do I create a PDF document using PrimoPDF that does not include the file path at the top of the page. This info is not relevant to the users who I am sending the PDF file to.

Because you didn't receive any response, here is a comment.
PrimoPDF only converts what it is given and doesn't add any additional information to the resultant PDF file. If the application includes the source path for the file as a header, it will be included in the PDF file. Using your application and sending the document to an actual printer to to confirm what the output will look like, I would expect you will see the document path is included.

This is a feature controlled by your IE's Page Setup property but nothing to do with any printer settings.
To modify, click on File button on your IE window then Page Setup. A separate window will pop up, where you can all the parameters including page header and footer.
