I am evaluating PrimoPDF freeware for distribution with all of my PCs. I have read through the EULA and need to find out what the following line means to me: "Civilian agency contract - use, reproduction, or disclosure is subject to 52.224-19 a through d and restriction set forth in this EULA".

Where can I obtain this contract? What is 52.227-19 a-d?
Would I be subject to this contract?
How do I proceed?
