Can I use Primo ON a PDF file to then produce a new PDF with DIFFERENT settings (quality dpi etc etc) ?

ofcourse you can :D
only thing to think about is that the quality of the images won't go up, meaning if you open a poor quality PDF and reprint it with primoPDF, then the quality will stay poor, it's not a magic cleaning tool ;)
