I just tried to install v3.2 over v3.1. Among other things I got the unable to install message. I then tried to uninstall v 3.1 but that failed. In the end I was able to get rid of the v3.2. There was some detritus left over in Program Files which I deleted manually. Add/remove still had an entry for 3.1. I re-installed 3.1 which I could then delete cleanly. Then 3.2 went in cleanly. The need to uninstall should be displayed much more prominently and probably in bold on the front page of the installer.
