Definitely is a margin problem! Commercial printers prefer PDF files and require a 'bleed area' for full color printing. I was hoping to use PrimoPDF for my new consulting effort but PrimoPDF seems to have a built in margin. What's the use of 'printer' quality output if you can't bleed to the edge of the paper?
I'm using Microsoft Publisher on Vista with the margins set to zero. I can print directly to my color printer which has full page print capability. But when I 'print' to PrimoPDF the margins appear.
I would call this a bug.
