Scaling to fit page with Firefox

I am trying to create a PDF of a web page and scale it to fit A3 landscape. The scaling to 80% only appears to work with IE but does not work with Firefox. As our users are generally Firefox users this is not ideal.

Does anyone know why the scaling works in IE and not in Firefox?

when you print it out to a normal printer does the scaleing show up properly on paper?

I only get a percentage scaling option in the PRIMO PDF driver, My HP printer drivers dont give me the percentage scaling option.
