"Unable to install printer PrimoPDF" - 1797

Error:
Unable to install printer PrimoPDF - PrimoPort: - PrimoPDF : (1797),
System is XP SP2 (English)
.NET V2 SP1

I have tried -
1. empty folder C:\WINDOWS\system32\spool\drivers\w32x86
2. Uninstall PrimoPDF and Install PrimoPDF
Same Error

1. Run C:\Program Files\activePDF\PrimoPDF\PrimDel.exe
2. Run C:\Program Files\activePDF\PrimoPDF\PrimInst.exe
Same error

Below is the PrimInstInfo.txt

It sounds like it might be an access issue preventing you from installing the printer. Please be sure you are installing it under a local administrator account.

Please go to the following two directories and set the permissions to give "Everyone" full access.

C:\Windows\Temp
C:\Program Files\activePDF\PrimoPDF

I am installing the application as a Local Administrator.

Tryed running the install as SYSTEM with the same error as a result.
Its not a rights issue...

At this point I would suggest running through the windows updates and make sure you are completely updated, especially the .net framework updates.
