I have 20-30 computers that I would like to install PrimoPDF on. That number could go up to 50 users or more. Do I need an Enterprise/Site license if I do this? The users will be coverting TIF files into PDF files. Thanks in advance

Yes, to deploy primo on an enterprise scale, you'll need a site license. Please send in a request form on the main page for more info.

A little clarification - It's free to distribute PrimoPDF within the enterprise...but if you want to do so silently, want advanced customizable settings, need activePDF engineers for support or want a branded PDF Writer ("Your company's PDF Writer") then enterprise licensing is the way to go.
