License quick question

I handle all software licensing for our company. I've read many of your threads and I believe I understand the license restrictions. At which quantity must we move to an Enterprise license? In other words, up to what # of installations can we do before we must begin buying licenses? If I have 10-20 users with the need to create PDFs, am I covered?

I just want to insure when associates come to me needing a PDF program, before recommending Adobe or Win2PDF, that I can first turn to Primo. I know I'll have a limit, I just need to know what this limit is....
