Convert to PDF via Code and set security

I'm not sure if your toolkit/api allows me to dynamically convert a file to PDF and then set its security settings in a .NET application.

Is this possible and what would I need to do?

This is a function of the enterprise version of PrimoPDF only. I'm not sure if this is commercially available. PM me and I will put you in contact with someone who can tell you the availability if you're interested.
